His qualifications include an MBA from Swinburne University and extensive professional development in project management, business analysis, and governance. He is a highly experienced practitioner of PRINCE2, MSP, PMBok, SAFe and Agile techniques.
Michael has a proven track record in developing and delivering comprehensive business cases and scoping studies. Notably, he led the development of business plans and grant submissions for the Central West Hydrogen Hub and Hydrogen Hume Highway ($36M and $50M respectively), incorporating detailed market assessments, stakeholder engagement strategies, and project planning. These engagements demonstrate his capability in defining scope and objectives, aligning them with strategic outcomes and funding criteria.
His work consistently involves cost modelling and analysis. For example, he developed a 10-year financial model for the Waurn Ponds Hydrogen Hub and conducted cost-benefit assessments for logistics and infrastructure projects, including the Spirit of Tasmania relocation impact study for Regional Development Victoria.
Michael’s expertise in resource analysis and strategy is evident in his leadership of multi-disciplinary teams and his role in designing resourcing models for managed services in defence and agriculture. His advisory work with Falcon UAV included the design of a sovereign managed service model, integrating UAV procurement, training, and data analytics—demonstrating his ability to align resource strategies with operational and strategic goals.
He is highly skilled in business process mapping and analysis, having led numerous current and future state assessments. His engagements with the Department of Justice (Victoria), Department of Defence, and Magistrates’ Court of Victoria involved mapping complex workflows, identifying inefficiencies, and designing future-state architectures to support digital transformation and service delivery reform.
Michael has developed and applied robust evaluation strategies and methodologies. As part of the Rural Councils Transformation Program, he led the assessment of $20M in grant applications, benchmarking submissions and facilitating evaluation panels to ensure transparent and evidence-based decision-making.
